Don't know whether Bernhard encountered the same problem as me, but I
had to mkdir texlive/2016/temp manually today because otherwise the
texlive.infra package, which contains the fix, couldn't be updated.

Now, with the new texlive.infra, I can delete texlive/2016/temp and
tlmgr creates it again when needed.
