[tex-live] problems with tl2016 pretest

No. tl-install isn’t taking coffee breaks. It’s doing more than just downloading the package. It’s also installing it at the same time.
Once the tl-install has downloaded and installed the packages, the only tasks left are configuration tasks, (eg. updmap-sys, mktexlsr, creation of formats.)
