No, we do not throttle connections, and our uplink should be quite
fast.  If you can run

	traceroute www.math.utah.edu

from your system, that should tell you how many router hops it takes,
and which ones are the bandwidth bottlenecks.

I just made a test from a guest account that I have at another
university in the state of California:

	wget http://www.math.utah.edu/pub/texlive/bin/i386-freebsd-9.1.tar.xz
	...
	100%[======================================>] 35,882,840  29.1MB/s   in 1.2s   


	wget ftp://ftp.math.utah.edu/pub/texlive/bin/i386-freebsd-9.1.tar.xz
	...
	100%[======================================>] 35,882,840  33.7MB/s   in 1.0s   

At the moment, that is the only user account that I have outside the
state of Utah.

Perhaps others on this list could report download times for the above
URLs (identical filesystem locations, but different protocols).

>From my home system (Comcast cable-modem connection), just 5km south
of my office on campus, I got transfer rates of 0.717MB/s and
0.419MB/s, about 50 to 100 times slower than the inter-state
inter-university download.  That is just a reflection of the poor
Internet service speeds that we have to put up with at homes in Salt
Lake City from our only two major providers: cable and telephone DSL.
Most local users report higher bandwidth from cable than from DSL.

Google Fiber is coming to our city, but deployment has not yet reached
my neighborhood, and I pay $90/month for my current service.
