[tex-live] tlmgr-gui.exe crashes on XP

On windows, error 5 access denied can also mean that you do not have
the right to access a file or registry key, maybe because of
permissions, but maybe because of a temporary lock on a file or
other resource.

Unfortunately this does not tell me what went wrong where.

Since we, as already mentioned, no longer support XP and the
command-line tlmgr provides a usable workaround I am not going to
spend more time on this, unless somebody finds a really good clue of
what went wrong.

I remember Heisenbugs with Windows 2000, which went away when
running Perl in debug mode.
