[tex-live] tlmgr-gui.exe crashes on XP

This doesn't help. I renamed tlpkg/tlperl to tlpkg/tlperl-2016 and then
copied tlpkg/tlperl from 2015. The crash remains.

I tried out the same with tlmgr-gui.exe but this doesn't help either.
