This must be a misinformation. The hyphen-base package only adds the
Knuth's English patterns.

It is true though that the "default" full installation of TeX Live
installs all hyphenation patterns.

This is already the case.

It used to be the case until TL 2016 that hyph-utf8 shipped all the
patterns and hyphen-<language> packages only enabled those patterns in
language.dat(.def). But since recently even the patterns themselves
are shipped by individual packages.
