[tex-live] TexLive manager does not load any repository

TL 2015? Your log file says 2014? Both of them are not updated
anymore and the repositories don't work unless you change
to a copy of the historic repos of old TL releases.

Update to TL2016. There are anyway no package updates for 2014 or 2015.
So no need for tlmgr ;-)
