[tex-live] Windows (MSYS2) : kpathsea does not find texmf.cnf

Because TEXMF in
TFMFONTS = .;{$TEXMF/fonts,$VARTEXFONTS}/tfm//
is defined by using $SELFAUTOLOC, the directory where
the exec file exists.
As you find in this exapmle, you have to install your
program into bin/win32 in order to fully use the kpathsea.
