[tex-live] Error with TL 2015 (involving `floatrow')

I noticed that this bug, due to (quoting David Carlisle):

  "Line 485 of floatrow.sty should be

   \@ifdefinable\flrow at foot{\newbox\flrow at foot}

   not

  \@ifdefinable\flrow at foot{\newinsert\flrow at foot}"

has been fixed in TL 2016 and even in an updated TL 2015 (great!),
though `floatrow.sty' hasn't been updated (still 2008/08/02 v0.3b).

Do you know what happened?
