[tex-live] TL2016 algorithm2e.sty encoding

Note this is a package bug, so can't be fixed by texlive, this has come up
a few times (I reported it to the algrothm2e author and the
algorithm2e-discussion at lirmm.fr  list back in May, and I think others have
reported it too)

the fix is to use  markup such as \c{c} in the package so it works with all
encodings, if you just re-encode to UTF-8 it will only work in UTF8 and
will give a similar error for documents using a 1-byte encoding.
