but I DO HAVE that installed! I installed that when I installed MSYS2,
pacman -S --needed msys2-devel
pacman -S --needed mingw-w64-x86_64-toolchain
pacman -S --needed mingw-w64-cross-toolchain
pacman -S --needed mingw-w64-i686-toolchain
pacman -S --needed net-utils
pacman -S --needed sys-utils
