[tex-live] 64 bits version of TeX Live on Windows

but I DO HAVE that installed! I installed that when I installed MSYS2,

pacman -S --needed msys2-devel
pacman -S --needed mingw-w64-x86_64-toolchain
pacman -S --needed mingw-w64-cross-toolchain
pacman -S --needed mingw-w64-i686-toolchain
pacman -S --needed net-utils
pacman -S --needed sys-utils

as shown above I installed all the group... For example, with it I build 
routinely the mingw-w64-emacs-git package 
(https://github.com/Alexpux/MINGW-packages/tree/master/mingw-w64-emacs-git)
