Yes, but xpdf's developer also provides binary packages for all the xpdf
utilities (although not xpdf itself, which is Unix only) for Windows.



under "Precompiled binaries"

: x86, Windows -- pdftops, pdftotext, pdftohtml, pdftoppm, pdftopng,
: pdfimages, pdfinfo, pdffonts, and pdfdetach only:
: xpdfbin-win-3.04.zip (includes 32-bit and 64-bit binaries) (10794993 bytes) 
: ftp://ftp.foolabs.com/pub/xpdf/xpdfbin-win-3.04.zip

That should provide Ulrike a way to easily get pdftopng under Windows.
