In order to understand the process of the rotating package, I read the

it might be hidden. The docu is from july 12 2016. Can you please help?

i've taken a look at where rotating is
located in tex live 2012, and the doc
area (texmf-dist/doc/latex/rotating)
contains these four files:

on ctan, rotating now seems to be
included with the graphicx collection,
and indeed the examples file is absent.
the readme file there identifies a
file rotex.tex as examples of use of
the rotating package; quick inspection
of the contents indicates that the
files are essentially the same, and a
diff shows only "reasonable" changes.
(\includegraphics is used instead of
\epsfig, for example.)

perhaps there are still vestiges of
the old file names in the documentation.
although it has been updated.

(re tex live: there is now an empty
directory .../tex/latex/rotating
that is no longer needed.)
