[tex-live] Typo on Website

In the instructions for how to Integrate vanilla TeX Live with Debian 
(on this page: http://www.tug.org/texlive/debian.html), the last command 
in step 4 is phrased for TL2015, not TL2016.  While it's easy enough to 
fix once you look at it and realize what's going on, it should probably 
be updated.

Also, it might be advisable to add a note near the links for the older 
releases mentioning the need to change the year in that last line to 
match the release you're trying to register.
