[tex-live] gpg with tlmgr with tl 2016 pretest, etc, on a Mac

I too (but on Mac OS X) many years ago changed ownership of /usr/local/texlive
to me

Spares quite a few hassles in various situations.

TeX Live Utility detects it and does not use sudo then.
