[tex-live] gpg with tlmgr with tl 2016 pretest, etc, on a Mac

Norbert suggested running (on my Mac Book Pro, running OS X 10.11.4)

Yes, this makes tlmgr seem to work as it did under TL2015: that is, without
needing to
exercise root privileges just to see if something needs updating. I
understand why
root powers are needed to actually install stuff, but resent needing them
to simply
check if updates are available. Presumably tlmgr has long since had a
mechanism
for preventing concurrent runs clobbering the TL tree; if so, I don't see
why gpg needs
to do file locking, too.
