[tex-live] pretest and gpg: quoting problem

This is *really* strange ... I just tried it and it worked without
a hinch.

The only difference is that my gpg is in 
	c:\tex live\2016\tlpkg\installer\gpg\gpg.exe
but there is also a space in the name.
