[tex-live] pretest and gpg: quoting problem

After the -self update today I no longer can update when my
(external) gpg (in C:\Program Files\....) is in the path:

D:\texlive\2016\texmf-dist\scripts\texlive\tlmgr.pl: verification of
checksum for ftp://ftp.cstug.cz/pub/tex/local/tlpretest failed:
cryptographic signature verification of
  C:\Users\USER\AppData\Local\Temp\dlIkkx2ovu
against

ftp://ftp.cstug.cz/pub/tex/local/tlpretest/tlpkg/texlive.tlpdb.sha512.asc
failed. Output was
Der Befehl """C:\Program" ist entweder falsch geschrieben oder
konnte nicht gefunden werden.

Looks like a quoting problem.
