[tex-live] pretest: depend minrelease/2013

In texlive.tlpdb of pretest you have in 00texlive.config

depend minrelease/2013

but tlmgr of TeX Live 2013–2015 cannot handle the repository, because it does 
not know keywords containerchecksum, doccontainerchecksum, and 
srccontainerchecksum. Wouldn't it be better so set minrelease to 2016?
