[tex-live] sizes differ errors

Trying to install the pretest. I've tried three repositories
but keep getting these errors on two different systems.
Typical message:

TLUtils::check_file: removing /tmp/MuH0Jo1BS7/pst-infixplot.tar.xz, sizes differ:
TLUtils::check_file:   TL=0, arg=3340
TLPDB::_install_package: downloading did not succeed

And when the package downloads finish, the installation
stops because texmf.cnf is missing.

I've not noticed that my internet connection is flaky. If I
re-install texlive-2015 I don't have these issues.
