[tex-live] tlpretest:: download of texlive.tlpdb.sha512.asc fails.

I get the error (on windows 7 with an external gpg):

TLUtils::download_file: persistent connection ok, but download
failed: 
ftp://ftp.cstug.cz/pub/tex/local/tlpretest/tlpkg/texlive.tlpdb.sha512.asc

I looked in the folder
ftp://ftp.cstug.cz/pub/tex/local/tlpretest/tlpkg/
and there is 

  tlpkg/texlive.tlpdb.sha512
but not an
  tlpkg/texlive.tlpdb.sha512.asc
