[tex-live] tlpretest: gpg not found

This is on w8ndows 10. Here I did install the "internal" gpg from 

	tlmgr --repository http://www.preining.info/tlgpgwin32/ install
texlive.gpg.win32

Yesterday this worked fine, but today (after the self update) tlmgr
says

Couldn't detect gpg so will proceed without verification!

gpg.exe is in C:\texlive\2016\tlpkg\installer\gpg, but is not in the
PATH.
