My guess is that update-tlmgr-latest.sh wasn't updated
(TLU applies that instead of letting tlmgr update itself).
Looking at the HMC repo, update-tlmgr-latest.sh was
modified on 3 May at 1846, but archive/texlive.infra.tar.xz
was modified on 4 May at 1821.
