[tex-live] Clicking in "TeX Live Manager" 2015 gives an error (windows)

Create a file at D:/texlive/2015 with the content shown here:

https://www.tug.org/svn/texlive/trunk/Master/release-texlive.txt?revision=36787&view=markup

(assuming that's the correct location for Windows).

The output of tlmgr --version should be

$ tlmgr --version
tlmgr revision 37488 (2015-05-23 19:58:40 +0200)
tlmgr using installation: /usr/local/texlive/2015
TeX Live (http://tug.org/texlive) version 2015

(note the trailing blank link).
