I don't know why, but when I did mktexlsr as normal user, it updated

Updating /local/texlive/2014/texmf-dist/ls-R...

I don't know why /local since everything I did was in /usr/local, and I
 had no permission in /local.
I give me permission in /local, ran mktexlsr, it updated:
    mktexlsr: Updating /local/texlive/2014/texmf-dist/ls-R...
    mktexlsr: Updating /local/texlive/2014/texmf-var/ls-R...
    mktexlsr: Done.
And I did: 
    ~ $ fmtutil-sys --all

After I tryied:
    ~ $ tex samplefile.tex
    This is TeX, Version 3.14159265 (TeX Live 2014) (preloaded format=tex)

    kpathsea: Running mktexfmt tex.fmt

Yes, the same error.
