Seems to be a file permission problem.  But the directory
C:/PROGRA~3/MICROS~1/Windows/STARTM~1 isn't the one where TL is
installed by default.  I would expect "c:\texlive".  Did you change
the installation path deliberately?  You didn't mention it, at least.
