[tex-live] Invalid config.h/c-auto.h files building TeX Live on Windows (MinGW64/MSYS64)

Hi All

I've encountered an odd problem when trying to build TeX Live on Windows
7 with MinGW64/MSYS64
(Note that I regularly compile LuaTeX from source and my setup works
fine for compiling LuaTeX)

I read the notes in "README2.building" and proceeded as follows:

(1) I downloaded the Source directory for TeX Live 2015
(2) I executed configure with  --disable-all-pkgs --enable-dvipdfm-x

However, it fails to compile Kpathsea.

I looked into the issue and discovered that all generated config.h files
(or c-auto.h) are simply
copies of the corresponding config.h.in (or c-auto.in)

If I replace the incorrect c-auto.h (the one listed below) with a
c-auto.h created from another build process
then Kpathsea compiles OK. Basically, for Tex Live none of the #defines
are being set in the generated config.h (etc) files

For example, below is the c-auto.h located in the ../Work/texk/kpathsea
directory produced by configure

Apologies in advance but I don't have much expertise in the build
processes so it is quite likely
I may be doing something wrong or missing out some setting for configure.

However, can anyone suggest why the generated config.h files do not
contain the values
detected by the configure script?

I can supply a sample config.status file if that would help?
