It's not available.  The last time I checked with Philip Kime, who builds biber 
for 32-bit Cygwin, he didn't have a 64-bit Cygwin environment set up.  That was 
more than a year ago; maybe things have changed.

But I package biber for 64-bit Cygwin as a standalone package, treating it just 
as a Perl script.  If that doesn't work for you for some reason, please report 
any problems on the Cygwin list.
