Not supported by Microsoft.  It's still supported by TeX Live because
many people are still using it.  It's mentioned in the TeX Live Guide,
section 1.2.

According to the installer messages the command tar -x fails.  Are you
using a virus scanner?  If yes, which one?  Could you try again with
the virus scanner turned off?
