[tex-live] Location of {TeX,*}.web in TeX Live 2013 ?

Because you don't see an obvious reason does not mean there is none.
It is the way to make sure that we are in the parent directory
of the installation.

Why? No.

It is documented in the texlive manual (I guess), and shown during
installation time, where you even have the chance to *change* this setting.
