when is that version of texindy available for testing?

The texindy in pretest does not support -L utf8

If you do so, you're giving bad advice to users.
Please don't do so.

LICR with Latin scripts => use texindy
(TL 2014 will support -L utf8, thanks to Ulrike Fischer's
contribution.)

LICR with non-Latin scripts => recommend to switch to XeLaTeX or
LuaLaTeX, then use xindy.

Xe(La)TeX or Lua(La)TeX => use xindy
