[tex-live] TeXLive 2014: xindy fails on windows

I tried with both: the scripts simply don't start. Here the output
of texindy:

G:\Z-Test>texindy test-utf8.idx
D:\texlive\2014\bin\win32\runscript.tlu:652: command failed with
exit code 255:
perl.exe d:/texlive/2014/texmf-dist/scripts/xindy/texindy.pl
test-utf8.idx


I actually used xindy only to provoke some error messages. 

On miktex (with the personal installation I did during the
discussion how to extend xindy to miktex) I get this error message
from xindy:

G:\Z-Test>xindy test-utf8.idx

G:\Z-Test>perl D:\MiKTeX2.9\miktex\bin\\..\..\scripts\xindy\xindy.pl
test-utf8.idx
*** - XINDY:STARTUP: keyword arguments in
       (:IDXSTYLE :RAWINDEX "4CTp4tvGXQ" :OUTPUT "test-utf8.ind"
:LOGFILE
        "nul")
      should occur pairwise


while texindy works fine. 

On texlive 2013 xindy gives an error too and then exists with exit
code 1 (not 255 as in texlive 2014):

G:\Z-Test>xindy test-utf8.idx
*** - XINDY:STARTUP: keyword arguments in
       (:IDXSTYLE :RAWINDEX "A4EniCLjXM" :OUTPUT ".\\test-utf8.ind"
:LOGFILE

texindy work fine.
