Thanks. UNC paths works when replacing \ with /. I can't get the "\\?\" 
prefix to work in TeXLive 2013 with forward slash:

C:\>set texfile=\\?\c:\Documents and Settings\test.tex

C:\>dir "%texfile%"
  Volume in drive \\?\c: is OS
  Volume Serial Number is C642-601C

  Directory of \\?\c:\Documents and Settings
