[tex-live] pdftoppm in windows

Hi Pablo,
assumed that the tlpretest repository doesn't contain an *official*
TeX Live release, pdftoppm has never been part of TeX Live.  Hence it
wasn't removed.

Akira added pdftoppm.exe to the pretest repository and removed it
a few days later because it didn't work for him as expected.

It would be nice to have pdftoppm.exe in future versions of TeX Live
because it's quite useful.

If you need it immediately, go to

  http://www.foolabs.com/xpdf/download.html 

and download

  xpdfbin-win-3.04.zip

Move pdftoppm.exe to a directory in PATH.
