[tex-live] Serious (?) problem with Babel and language attributes

I've received reply from Igor A. Kotelnikov (babel-russian maintainer). He've
fixed error in the package (v1.3c). New version published at CTAN, but not all
mirrors are synchronized at this time (the one to which I was forwarded still
have v1.3a).
