Imho is is simply an error of russian.ldf:

The unicode part uses for "modern" russian 

  июня\or
  июля\or

while the ascii part uses 

\cyrii\cyryu\cyrn\cyrya\or
\cyrii\cyryu\cyrl\cyrya

which prints as  іюня and  іюля

One should inform the maintainer (from the ldf Igor A. Kotelnikov).
