This mechanism was implemented by Takuji Tanaka, the author of uptex.
At first, the mechanism was applied also on LuaTeX.
LuaTeX worked for Windows file names, but there were very
subtle problems, though reasons were not clear, which prevented
us to use the mechanism in LuaTeX.
Thus, only three engines, xetex, uptex, and euptex, know the
variable command_line_encoding.
