No, that is wrong. Read the line:
	execute AddFormat name=cont-nl mode=disabled .... 
                                       *************
that means that the format line is added to the fmtutil.cnf file,
but commented.

Thus the format is not build.

If you want to have it, you have to adjust it. Best is to add a 
	fmutil-local.cnf
as explained in tlmgr man page.
