That is not a problem on windows.
fmtutil-sys --no-error-if-no-engine=luajittex --byfmt xelollipop
works fine on windows, though
'--no-error-if-no-engine=luajittex --byfmt xelollipop'
is doubled when given to fmtutil.exe in the present runscript.tlu.

The problem is: in the system of Sebastian Wagner, a necessary
shared library seems missing:
