Completely. The installer directory always reflects the date of the last update to the installer (or whatever it is). My guess in that this particular version include information that tl13 is frozen.

Well, it would seem to.  My download manager shews the download location
of "install-tl.exe" as :

> http://anorien.csc.warwick.ac.uk/mirrors/CTAN/systems/texlive/tlnet/install-tl.exe

and that, when run, creates a directory :

> install-tl-20140417

 From the leading "2014" in the name, this would seem to indicate
that it will install TeX Live 2014 (pre-test); am I wrong in this
assumption ?
