Please created it in
	texmf-dist/psutils/paper.cfg
where we will ship the default version from today.

The generated file after changes will be in
	texmf-config/psutils/paper.cfg
as with all the other paper related settings.

Please do not use texmf-var as it overrides texmf-config.

The texmf-dist/psutils/paper.cfg file will be shipped in the psutils
package. ANd if letter is selected a file texmf-var/psutils/paper.cfg
with p letter will be created.
