We're in agreement there.  

Here's another case where it is hard to decide what a TeX Live user
is.

We run the WeBWork system for student practice, quizes, and
examinations.  In any given academic term, TeX is run more than one
million times, because each question is randomly generated and newly
typeset.  Yet most of those students have no idea that TeX is behind
their browser view of WeBWork, and would not know how a write a
(La)TeX document.  So, do we have three million TeX users per year?
Or some smaller number?
