Yes, most probably.

The major question is whether anyone would need them in the first
place. (And if the answer is/was yes - do any fonts and encodings
exist to support it.)

Not completely, but enough to satisfy you, see loadhyph-hy.tex for
example. (Another option would be to convince Karl to provide a
separate language.def for XeTeX.)
