I think that it gives away too much information about the user's software, for example the default is like
TeX Live:
/Producer (pdfTeX-1.40.11)
/Creator (LaTeX with hyperref package)
/PTEX.Fullbanner (This is pdfTeX, Version 3.1415926-1.40.11-2.2 (TeX Live 2010) kpathsea version 6.0.0)
whereas on Debian, it is like:
Debian:
/Creator (LaTeX with hyperref package)
/Producer (pdfTeX-1.40.10)
/PTEX.Fullbanner (This is pdfTeX, Version 3.1415926-1.40.10-2.2 (TeX Live 2009/Debian) kpathsea version 5.0.0)
/Producer and /Creator already give enough information, is /PTEX.Fullbanner necessary?

The PDF file would be valid without it too, of course. But what is
your problem?

Microsoft isn't the answer. Microsoft is the question, and the answer is NO.
