Thanks for the report.  Yes, all the tex4ht scripts and code have this
problem (also, '...' should be used rather than "..."), and lack of
reliable exit codes and error checking, and tons more.  A comprehensive
fix will take quite a lot of effort, so barring someone working through
all the details and sending a full patch, it's not going to happen
quickly.  Meanwhile, the only workaround is to avoid special characters
in filenames.  Sorry ...

Anyway, I'll see what I can do about mk4ht at least.
