[tex-live] Install package dependencies

I see that
       tlmgr install
has an option:

       --no-depends
           Do not install dependencies.  (By default, installing a package
ensures that all
           dependencies of this package are fulfilled.)

I wonder what this means, since very often, when I manually install a
single package, I have to install packages that it requires.
