[tex-live] Babel 3.9g is installed but tlmgr thinks its 3.9f

This was a serious drawback of pre-3.9 versions, but now
it isn't necessary any more. If the version in the format
is 3.9f and the version of babel.sty is 3.9g, then the
latter is loaded -- which I think is more logical.
