I have just tried "tlmgr update -self -all" on my Fedora 17 (x86_64)
and it runs:

running fmtutil-sys --byfmt pdfcsplain ...
done running fmtutil-sys --byfmt pdfcsplain.

I see no error, it works. Thus the bug seems to be OS specific.
