It is defined this way since many years, it is not new in 2013. You
should canonicalize the path in your scripts. There are many ways to
do it, see a small example below:
cd $(kpsewhich -expand-var \$TEXMFLOCAL) && TEXMFLOCAL=$(pwd) && echo
$TEXMFLOCAL
