[tex-live] Why is "create symlinks in standard directories" option hidden?

Okay, this is a drawback but it rarely happens during lifetime of a TL
version. Moreover, IIRC, it is enough to run:

  tlmgr path add

to circumvent the trouble (this could be specified, if not done, by
tlmgr when new bin scripts are added).
